Delays to vital road improvements across Lancashire are down to red tape binding the county's "constipated" highways procedures, it is claimed.
Preston County Coun Michael Welsh blasted "interminable bureaucratic delays" in Lancashire's highways system, snarling up schemes needed to free-up crumbling, dangerous and clogged roads.
Tory Coun Welsh also criticised the Government for not doing more to simplify procedures for pushing schemes through – saying Lancashire had not had a major road scheme for more than a decade.
He spoke out after plans to improve the three main roundabouts in Eastway and traffic signals at junction 31A were mired in more delays.
English Partnerships, which appointed developers to carry out the scheme, has asked for amendments to the original plans.
That will need the agreement of the Highways Agency and Lancashire County Council, as well as Preston Council and English Partnerships.
Until that is done, English Partnerships will not sign a section 106 agreement releasing the cash.
Coun Welsh said: "Local government finds it impossible to deliver any highways scheme without seemingly interminable bureaucratic delays.
"The system is constipated, constantly finding reasons for putting off what should be quite simple decisions."
